Now using LibFail to detect fails, please report Fail related errors here

- Different reporting styles (during combat/after combat/during and after combat)
- Version sync: Option to only allow 1 person to announce
- Ability to sync fails for more accurate fail reporting.
- Talent scanning to determine tanks for better reliability when no exceptions is togged on
