DPS meter reports 13 damage per tick actual.

Further testing shows 1240 actual vs 1301.8 predicted for the correct rank.

Just double-checked. Problem was mostly on WoW's end, as it was casting rank 1 for no explicable reason. I just put in a ticket with them. Though it's still notable that the tooltip for rank 1 didn't match what I was getting.

Testing does not confirm this. Getting within 2 points of damage per tick (906.7 vs 908). Closing.
