DownTime records data relevant to how fast a raid instance is being cleared. This can help raid leaders identify reoccurring problems with members, pulls, boss setup, etc in order to push for faster clears.
DownTime is currently is in a bare-bones stage. Right now the report data can be copied into a text file and saved as a *.csv file and used in Excel to create graphs. Very soon DownTime will allow event tagging via automatic boss/area detection and player manual input. There is also an in game graph display in the works.

You've got the ChatThrottleLib library included in the ZIP, but the mod does not use it.
You've got the Interface number in the TOC as 20400. Thus this page is marked "out of date". The current interface number for mods compatible with the current WoW patch is 30000.
