9 - Default Threat line needs to be changed

CowTip default Threat line needs to be updated to work with changes.
Suggest adding extra arg in CanAttack in LibDogTag-Unit to provide a proper way to show threat only when it should be shown. See ticket for LibDogTag-Unit: http://www.wowace.com/projects/libdogtag-unit-3-0/tickets/5-extend-can-attack-to-2-args-like-unit-can-attack/

    i changed for [if ThreatStatus ~= 0 then ' ' PercentThreat:Percent:Paren end], it works more or less, :P.
