14 - ChocolateBar not responding to click for some LDB plugins

- This issue started happening when the disable tooltips and clicking in combat was added in r29.  I have adjusted the frame strata to every option and it has no effect.  I have also reproduced this behavior with only ChocolateBar and Atlas enabled.
