82 - Add toggle for old expander functionality

What is the enhancement in mind? How should it look and feel?
Add an option to toggle the old behavior of the expander: Only show while holding binding.

    heh, you try, and that's commendable :)

    i use the expander kinda like hudmap, i don't regularly use hudmap, so i just pop it open a sec, and release

    like trying to pinpoint that obsidian shard i want to mine under all those anubisath sentinels i farmed for my red mount ;x
