199 - Error using command /waypoint

What steps will reproduce the problem?

    I get the same error when typing /tloc xx,xx for a waypoint. Error only occurs on first attempt to set the waypoint. No matter how many attempts no waypoint is set, no arrow shows up. The waypoint option is enabled and arrow size is set to about 50%:
