197 - Can't view other zones on world map

What steps will reproduce the problem?
1. Any use of cartographer on my pc

What is the expected output? What do you see instead?
I expect to be able to click on the wold map and have it show a larger view of the area.
Nothing happens when you click on the map. Also, nothing happens when you choose a zone to look at while looking at the world map. You can only view the zone you are in.

What version of the product are you using?
v256

Do you have an error log of what happened?
