29 - Allow discerning talented vs weak buffs
I would like the ability to discern and check whether given buffs on me are the strongest possible version of a buff, or are weakened by a lack of talent points by the buff caster (or spell downranking, less common). This is most relevant to Pally buffs like Blessing of Wisdom and Blessing of Might, where the buffing pally's talents affect the strength of the resulting buff (and most annoyingly, the buff tooltip cannot be trusted to show the correct value!). However it also applies to Druid Gift of the Wild, Warrior Battle/Commanding Shout, Priest Fortitude, and Shaman Totems including Strength of Earth, Mana Spring, Windfury, Flametongue (and probably others I'm forgetting).
The main idea here is to detect cases where buffing assignments have been handed out poorly (eg the wrong pally is buffing wisdom or might, the wrong druid is buffing gift, the wrong priest is buffing fort, etc) so that assignments can be rearranged or the buffs replaced with alternate, stronger versions from another class (eg imp mana spring instead of weak wisdom).
Not sure the API even allows you to discern the strength of a buff (without inspecting the buffer's talents, perhaps a possibility?), but if it's feasible this could be a valuable (possibly optional) feature.
Regarding UI, one might handle this with an additional state category "weak buff", similar to the existing "missing", "unexpected", "low time remaining" states, and possibly have a status color for for "all expected buffs present but some in weakened state".
