2 - Change russian title to "Title-ruRU" in the .toc file (r119)

You should correct the russian title in BigWigs_CommonAuras.toc
Currently it's only "Title" and should be "Title-ruRU".

Currently in r119:

## Title: Big Wigs |cffff0000+|r|cffffffffОсновные ауры|r

Should be:

## Title-ruRU: Big Wigs |cffff0000+|r|cffffffffОсновные ауры|r
