Couple things to note:
http://db.mmo-champion.com/s/69766/instability/ Currently does not work (does 1 arcane damage no matter the stack).
http://db.mmo-champion.com/s/70126/frost-beacon/ Should give a special warning to users who gain it.

At 30% she no longer goes into an air phase and starts putting a Frost Beacon on one person at a time (not sure the timing). She also starts putting a stacking debuff on everyone (not sure the ability name) giving a soft enrage.
