14 - Option to disable frame when no quest is tracked.

What is the enhancement in mind? How should it look and feel?
Disable the frame when there is no quests being traked.

Please provide any additional information below.
I use border and background on my traked quest frama and when I dont have any quests traked the border and the background show still.

QuestFu does this by default I would like this to be implemented on Betterquest since QuestFu cant show the quest items.
