212 - action bar 1 being replaced for certain quest by quest bar
What steps will reproduce the problem?
1. Any quest that has its own action bar does not override BT4's action bar 1. The quest bar does not appear.

What is the expected output? What do you see instead?
That the quest bar would appear and all of the action bars would disappear just like the normal UI
What version of the product are you using?
4.4.1
Do you have an error log of what happened?
No
Please provide any additional information below.
I'm sorry if this has been covered before, but I could not find it. If it has and you could point me to the solution, I'd be very happy.

What I mean is that when you pick up a quest that has its own action bar like driving a tank, riding a dragon; the action bar for the quest does not show and I still have my normal bars on the screen.
